I'm an employee of an Media Production Company. We have around 100 DVDs of which 70 or so have trailers. These trailers are WMV (v9) encoded format and are usually 1-5 minutes long. I will pay $200 for the job described below: - Around 70 trailers (WMV files) (<5 min play time and < 5 mb) needs to be converted to FLV files. These flv files must have the same resolution as the original WMV file and must be of similar quality. A flash player is to be developed with the following requirements: - Should have : play button, a slide bar (to show progress and for forward + rewind) volume A counter that shows how far in the video you are and the full length of the video - The player should look very similar to the youtube player The following parameters will be provided to the player: "flv_url" = The FLV url from a parameter that contains the complete URL (so I can use the same player for all my trailers). "flv_title" = The DVD title "flv_target" = The target URL - If the flv_url is not on our domain or flv_target is not on our domain or there are problems loading the flv file (eg server is down), then it should just show flv_title and our domain name on screen. When clicked on the player it should take the user to our website (hardcoded domain name). - The flash object size will be set by the width & height parameters. This size will be the "minimized" size. The maximized size (when mouse is hovered on the player) should be equal to the video resolution size. The minimized player size will be one of the following: 468x60 or 250x250. - Start with showing flv_title and our website's domain name while initiating the buffering in the background of the video file. At the bottom it should say "Move mouse here to see video". All of this text should look cool with some light, 3d, etc affects. It should not look like static text. The effects should be animated. - When mouse is hovered over the player, the player should grow to the size of the video and then add the youtube look-a-like bar at the bottom. Then it should play the video from the start. Once the video is at the end, it should show "Play Trailer Again ?" & "Download" link. When mouse leaves player go back to minimized size and do the above mentioned requirements. The maximized player should always be onscreen, and if it grows outside screen it should move its location to onscreen. - if clicked on the player (minimized or maximized) then it should take the viewer to the flv_target. - The player (SWF file) should be less than 1 MB - No other technologies such as javascript, ASP, etc may be used. Only flash. If you can do the job PM me.

Flash is the only choice. Or rather FLV. You can convert your DVD trailers to FLV with some DVD decoder, and export them to a SWF flash video player, here is the example or tutorial - "How to put DVD clips to website?" "How to make a flash video player for your website to control the playback of FLV files"
Please check if the flash video player on this website can do what you want -- I can then customize these video templates to do what you need.
Look into JW Player, they got some create theme options to make the player pretty much custom. I doubt you'll find a good flash developer to bring something up from scratch with a $200 budget.
Refer: www.hitasoft.com . It has all the features that you are looking for... Also, you can use hitasoft's developers to customize the player. All will be done at less cost than 200$. Hitasoft provides the best FLV Player in the market called Ripe FLV player. The latest version has been launched recently with multiple mid-roll ads features. check it out..
