He knows full well, that fiat money can't go toe to toe with commodity based money. He did a similar thing in the 80s, when he got the Treasury to Mint Gold and Silver coins. I don't think they realized how he had cornered them on coins that had a face value but would be worth much more in fiat less than a decade later.
