Curious: Google search results for "or", "the", and other conjunctions

I'm curious as to whether searching for these 'filler' English words might reveal anything about Google's search algorithms.

For my country (Canada), I see lots of Canadian websites (not all have .ca domains) and many of the top SERPs don't have high PR. A PR0 site is in the top 5 (http://www.canadabusiness.ca/epic/site/sof-sdf.nsf/en/h_so03331e.html).

I've also been noticing lately that Google will put up a lot of low-quality Canadian websites even though they may have low PR or not be that relevant.

2- Perhaps geotargeting is a long tail to pursue?

Pagerank value doesn't determine search results, it's not uncommon to see low Pagerank web pages at the top of search results, Pagerank's who basic concept is simple.... it's the probability of someone who keeps clicking external links will end up to your website; see here. So, when you take this into account if a site has not many backlinks but they are all directly relevant to the site itself it should out rank another site with tons of backlinks but aren't so relevant. Remember, Pagerank value increase\decrease has nothing to do with relevancy but the quality of the link itself.
