    I have a domain name: 21list.com
if you view it from http://www.21list.com, then you can see its PR is 3.
However, at the time when i registered the domain, its PR was 5.
After a Google PR update, it became 3.
I haven't done any link development for it, or even the site is not running now.
    How could this be???
    You guys have any ideas?

Thats maybe the old owner removed back link to the site or the one with whom this site exchange link removed it because you might removed those as well.
Look for some high pr links and your pr can be increased to 5 again.

Well, as was mentioned the previous owner must have removed all backward links to you. That's why you dropped.

PR 3 is usually given when one has a domain that been around for a while.

I have as site that has NO linbound links and I have PR3.

Just work on linking with other sites and you will be back up.

I think you're mistaken. If there are truly no other pages linking to that page/site (including internal links), the PR would be 0.

PageRank is a mathematical calculation based on links pointing to the page. With no incoming links, there is no PR.
