What's a good minimum CTR to aim for out of the starting gate on a new campaign? I'm not talking anything amazing--just something to keep the Google dogs off my neck. Over .05%? Over 1%? 2%? Higher??
2% is generally viewed as good. But it depends on your product and how your campaign is targeted. Are you using the content network?
If you Keyword :Impr at 500 or more. So You keyword CTR must at 2% or more! This is a healthy advertising! Now I have seen the highest CTR is 60% !!

Don't worry they don't. With regards to a good CTR, it really depends on what position you are in & other advertisers performance. Obviously Google reviews your CTR /ad performance by averaging it against your rank & other advertisers in direct competition to determine how good it is.

I can tell those are the stats for a well known branded trademarked keyword, where the competition or anyone else is not allowed to use it.
At the risk of stating the obvious, what you'd consider a good clickthrough rate has to depend on where in the results you are appearing* - 2% is very good for 10th position in general, but not so clever for position one. *Unless it's 60%, which is good wherever you appear!
Of course, CTR is calculated on the keyword, ad group, campaign and overall account levels. The most important CTRs to work on are at the keyword level. You must strive to increase each and every keyword's CTR by as much as you can. This way, you will always secure very healthy All Time CTRs for your ad groups, campaigns, and for your overall account. Most of my keyword CTRs fluctuate between 80.00% and 10.00%. Currently, my lowest keyword CTR is 3.27%. Having consistently great CTRs on all levels allows me to keep my desired average positions and pay very, very little for clicks. Of course, other factors are also very important for increasing quality score and thus reducing minimum CPCs, such as landing page quality and content relevance to keywords; keyword and ad text relevance; display URL relevance to keywords; overall account history; and many other factors which Google like to keep secret.
One word of warning - improving the clickthrough rate to the exclusion of all else is dangerous - you have to bear in mind the impact that any changes will have to your conversion rate. This is particularly an issue when adding/removing keywords and testing new advert text...
