CSS and SEO are two different things. But, using CSS instead of pure HTML can have a positive effect on SEO, if used correctly. When I say correctly, I mean, to have all of your CSS code in a separate file. This way, the HTML is kept to a bare minimum giving the search engine a better chance of parsing all of the code (if there is too much code - the search engine may not parse all of the information, as it only spends a certain amount of time looking at your page). This ensures that as much text will be read by the search engine before it moves on to someone elses site.
CSS can make a tremendous difference to your website’s search engine rankings. Simply put, CSS simplifies the code on your website, making it more readable or “indexable†by search engine spiders.

good CSS can optimize page speed, and good page speed is good for the search engines. Otherwise I don't see any relation between those two
