CSS Tutorial Needed

I want to create a website based on "City Portal". I know PHP, MYSQL and JQuery. But very bad in designing part. I know little CSS but want to advance in it.
Please anyone have css tutorial or eboot. so that i become Ninja on CSS.

To become Ninja in every specific field you should to know the basics! So w3schools.com is the best resource for learning & mastering in CSS ?

 

I know the basic the practice all tutorial form w3schools but still i think that something is missing and can't implement on my website
