CSS pop up, have is this effect being achieved?(Screen included)

    Hello,

    I trying to make a similar pop up as in the screenshot I have attached.
    I suppose it's some kind of png.
    When user enter site "pop up layer" is there, user can click layer and go to a new site.
    Is the "pop" full css?

    Any help would be appriciated

    it looks like css+javascript

    indeed it will need some javascript

    to show and hide an css element

    I will see if I can find a decent Javascript.
    How do I place it, say similar to the screenshot?

    I guess the gfx is png, since it uses some alpha channel.
