    I dont think there is one. Only way i know of doing this is with your keyboard :p

    Since CSS3 is a superset of CSS2, just what the devil is there to even convert?!?

    You must convert it to new CSS3. I think there isn't any application for this.

    Hardcore Hand-coding! Use an editor with auto finishing property like sublime text 2 or aptana studio 3.
