CSS bug with drop down nav

I have a big problem with my drop-down navigation menu. For some reason, the menu does drop, but it drops UNDER the next set of DIVs, making it impossible to see (for the most part). How do I direct it to stay atop all over CSS elements?

    z-index: (high number).

The z-index is like the Z-axis on a 3D grid. it determines the "depth" of an object.

Does anyone know how to implement both vertical AND horizontal CSS drop down menus? I used a tutorial to make my top nav bar with CSS (looks nifty in both IE and Firefox) but everytime I try and put a vertical one in my sidebar, it never comes out right.

I'd like to put one in my right sidebar instead and place an Adsense Ad in the left column to take advantage of the heat map.

Any help would be greatly appreciated and you'd get some rep luv from me!
