Crowdsourcing / Community Website Build

I am looking to create a new website soon, which will involve the following features for providing consultancy advice:
    • Blog
    • Pricing Pages
    • Portfolio of Project Work
    • Request for Information (Client contact form)

However to complicate matters, I want to use it as a community and get freelancers and professionals to come to my site and post examples, solutions and share their best practice. It is not for the design industry but for another application and so I will be looking to use the blog to stir up interest and get people registering.

My main thought is that I want to eventually transform this into something of a crowdsourcing website. Thereby clients will instead of patching their requests to me, will be able to target the community for specific documents and project work.

I am about to embark on building a website via WordPress for this, with external hosting. I am able to edit HTML code, but creating from scratch would be pretty difficult for me, so it seems the best solution. Where Wordpress will present difficulty though is building this platform for users and clients to communicate and share information, I don't believe it is strong in this regard. I am also not blown away by the WordPress forums.

How therefore do people believe I am best approaching my website design? Can you offer advice?

Apologies for the lengthy post, I just want to be sure you have all of the information available to you.
