Has anyone had success building backlinks by linking your websites together? Is their a cheap, but effective way of doing this?

It works only if your websites have something worthy for each other.

Cross linking helps... more so if your sites are on different C class IPs.

Cross-linking from the sky view (Google eye) is similar to link exchange, which is an old story. One directional linking (when only one website links to another, but not vice versa) is way better, imho.

You have to really watch how you structure the links.

If you go link exchange (ie. site a links to site b and then site b links to site a) it will most likely cancel out. Try and avoid this type of links.

A better strategy is to do one way links. (ie. site a links to site b and site b doesn't link to site a).

The best strategy is to focus on getting one way links with high pr and good anchor text
