cross linking city sites?

    I hope I am in the right forum for this question. If not, sorry!

    I am looking at a website that serves many cities. There are "destination maps" of the USA on each city. If, for example, you click on Chicago it takes you to Chicago. But when you get to Chicago, if you look at the address bar you see that Chicago is an entirely new and different website from the one you just left. You go to the map on Chicago and click on New Orleans, again New Orleans is a different website. You can click on Chicago and go back to Chicago. All of these cities are separate websites.
    Is this not considered cross-linking? And are not the engines supposed to frown on cross-linking?
