How do i settle in cpanel a cron to hit a file

If i want cron to hit this file on this website:
http://mysite.com/news/parse/parse.php this not a real site just a exemple

Now to update news on a web site i need to go visit parse.php on the web site to manually update the news.

Can this be done by cron if yes how

    Thank's

in CP go to the cron jobs menu, select standard (it's less confusing)

First box "Command to run:" is what you want to run, in this instance it's the url...
then from the other options select the time-line(s)
Minutes, use 0 unless you want to run it every few minutes..
if you want to run it once a day select:
Hour(s): whatever time you want it to run..
    Months(s): Every Month
    Day(s): Every Day
    Weekday(s): Every Weekday
