Maybe the ISP is blocking your IP range ?

Did you change your web host recently? If yes, then it will take up to 48 hours for your nameservers to propagate fully worldwide.

Without full details, we are not able to advise you on the issue well.

    What's the link?
If it's the whole country then it's def the host..
Are you self hosting? your ISP may be blocking that.
What if you try and go to the Sites's IP instead of typing in the domain? (the IPShould be listed in your c-panel and your welcome e-mail)
It' can be either your host nameserver or your ISP nameserver.

Ok the problem solutions to your problem. Tyr to use proxy server and access your website if it does access when you should contact your ISP and ask for refresh DNS. Also If you located in China no way you will be able to use it. Also if you in China you better of to read local Chinese forums those recommends accessible web hosting companies from China.

It might be your DNS server problem. I highly recommend you to change your DNS ip to some good providers like OpenDNS. The default DNS provided by BSNL in India have given me similar problems a lot of time earlier .

there are couple of reasons i guess.

    1) Your content is blocked in some countries and they blocked it.
    2) As all says, DNS problem with your website.

To find out ask your current hosting provider to change your hosting server at least. or if you have any other website with same hosting company, you have to find out if its working everwhere?

If you are using Windows click Start = > Run, type cmd and in the black window type nslookup www.yoursite.cоm. Post here the result.
Than type telnet www.yoursite.com 80, if you are connected type GET / HTTP1.1

If you are using Linux you can troubleshoot it yourself. :) :)
