So what you're saying is the only reason Rudy is alive today is that he's popular and well loved among Organized Crime, and has their overall support. Interestingly, that's the same reason Tony Soprano is alive (in fiction).
May be the three families knew the consequence of their actions will be devastating for them and opted out of the hit job. The fear of retaliation from the government machinery could be more of a reason than love/hate for Rudy.
Sure, anything is possible. Of course, that theory doesn't account for the crime families that did want the hit. Methinks by the sound of this, Rudy being alive is more profitable for these crime bosses than him being dead. Considering that he was a US attorney (read: prosecutor), he was probably bringing the people who voted for his life immense profit by prosecuting their competition vigorously.
