Credit card processor south america

Hello I run a business that gives cash in advance from Credit cards in south america, since you cant get it from an atm, you can only make a purchase and then give money to the customer it is like a money order. Could someone help me what credit card processor would support this business, since paypal closes our accounts all time. we would be processing around 20k weekly
