You have to remember that a qualified rate can't be below interchange because there is no such thing as a qualified rate in Interchange. A qualified rate is a blend of many Interchange levels all wrapped up into one fee. So to say a qualified rate is below Interchange is to not understand the basics of how rates are structured. Some providers that offer a very low qualified rate do "make up for it" by offering a higher mid and non-qualified rate. But that's because they think they're losing money with their qualified rate (and they may be depending on several factors). But this isn't the case with all of them. You can offer a business a very low rate and not have to make up for it with very high mids and nons.
I don't know if this is an "interchange" or not, but I have been using these guys for a while- www.autodrafts.com They provide me with automated payments and the processing fees are lower than a merchant CC account.
