Hi, I am creating some YouTube music videos w/monetization on with public domain or Creative Commons licensed music recordings. Sometime I find some recordings licensed as Creative Commons Attribution-NonCommercial-ShareAlike https://creativecommons.org/licenses/by-nc-sa/3.0/. I just wonder if I can use them for YouTube videos w/monetization on since it is labeled as not for commercial use.

Simple answer: no. You cannot, in any way, means or form, use that recording for commercial purposes, nor can you use it for the basis of other work which then is commercialised. Hence, as long as you continue to give away the work for free, or use it to make something new but then give it away for free, you're in the clear. But it's strictly forbidden to commercialise the product, hence your use would violate the license.
