Creating Wallpaper Site for Wordpress

    i'm looking to built a wallpaper site using wordpress. anyone know what is the best theme and plugin to use? and the features like:-
    - seo url
    - can bulk upload
    - highest rating and highest downloaded wallpapers
    - wallpaper tagging

    the worst case i can buy complete solution if no free version available.. but must be wordpress
