I can't figure this out, im want to create pages in the menu along the top and then create a different side navigation for each page, like this

    page 1
    A
    B
    C

    Page 2
    A
    B
    C

    etc

You can create menu from drupal admin panel.
    Administrator >> Structure >> menu

For expanded menu. make sure you enable Expanded for main menu link

Do you mind taking a look for me quickly, the site here cowboyfancydress.net

So if you click on mens there is a navigation block to the side, called mens costumes, but i can seem to add any links to it.

I click on add content and add a page with the url but it doesn't work, have i missed something?

Sorry, but I am not getting you.

It looks like you have a default drupal 7 installation with default theme.
Please note, not all themes support drop down menu. Make sure your theme support drop down menu.

I will try to explain it better,

On the page 'mens' I want to list a set of page links on the left sidebar 'navigation block'

Then I want to create another page 'womens' with a different set of links in the navigation block, like this

so the mens navigation only displays on the mens page and womens like wise, but like i said i can get the sidebar block to show on the mens page but can't seem to add any links/pages.

    Step 1:
    ------------------------
Create two menu (administrator >> structure >> menu)
    1) men menu
    2) women menu

    step 2
    -------------------
Add links (you wish) to both menu.

    step 3:
    --------------------
Go to Administrator >> structure >> block
Now select first sidebar for both menu (men menu and women menu).
And at the bottom, under visibility section of each block, set on what pages you want to display these menu.

    Done!!
