To activate accented letters from Windows, I would suggest you install the "United States-International" keyboard layout (in Control Panel / Region and Languages). From that point, you can make a "É" by typing ' and then E, one after another. That's capital E. Other letters: ï = " + i è = ` + e ê = ^ + e and so on. Hope that helps. PS: If you need a ' alone, you will type ' followed by a space or a consonant. It takes some getting used to, but doesn't slow you that much. I am french spoken, so I only use the United States-International keyboard. I still do 50 words a minute.
If you are using a mac, you can just press the option key as you type the letter To type the é - press option + e then press e again
