creating a wordpress theme is a lot of work and keeping it as a contest will not work cos there is no guarantee of payment. If you dont like the theme all work is put to waste. So I suggest www.uniqueblogdesigns.com (they design many famous blogs) kinda site to get a unique wordpress theme. Not necessarily that website but there are a lot of websites like that which does custom theming. You have a good budget so you will have no problem having a custom theme made. but if you want the contest.. you can keep it as uncoded layout contest.
