Create a cartoon

Can we create cartoon in Photoshop. If we can create so this will be a image cartoon like the old cartoons or this will be like good graphics.

 

You would be much better off using Macromedia Flash.

Your question is vague and hard to understand. You can create cartoons in Photoshop if you mean designing characters/backgrounds/etc. -- there are plenty of tools that people use to draw cartoons in a variety of different styles.
