Hopefully - I'm in the right place to ask this question:

concerning dial up - someone told me that everytime you connect to a site - it will show up as a different IP address on the webmaster's log. Just wondering if this is true...

With dial-up, everytime you connect to the dial-up service, you are assigned a new IP.

If you connect to your dial-up then visit a website => then visit again, the site still shows the same IP. It will show a different IP if you disconnect your dial-up and reconnect.

Dynamic IP: New IP assigned upon re-connect. - ALL USED IP's ARE LOGGED FOR LAW AUTHORITIES/LOGGING.
Static IP: The same IP stays with you all the time.

Remember, just because your IP changes doesn't mean you can get away with illegal activities.

And sometimes you'll fluke the same IP - it's a big game of chance.

It depends how the ISP assigns IP addresses, even with some DSL providers you get a new IP when you disconnect and reconnect your PPPoE DSL connection
so its varies from ISP to ISP

Sometimes the ISP lets you sign up for static IPs.

However usually your hostname will stay the same/nearly the same, and your ISP will have log's of the IP's you used and from what time, so you can still be tracked back via your IP.
