Crap eCPM since July 1?

I used to get $2.50 to $4.50 eCPM with Adsense on my site from March to June when I was running it, and then all of the sudden, July 1st hits and I don't think I've had a single day that it's been at $2.50 again :( I have no idea why this would have happened, and it's killing me. I used to be able to make $15 on an average day no problems, which was great and I had no problem going and putting in some time link building and such, but now with such bad revenue, I've got to figure out how to get it back up first. Did they change something on July 1st, or am I just doing something wrong? My CTR has always been right around 4.5% (not sure if that's good or bad), and last month I pulled down $148 with 140k impressions, I think I should be able to monetize on that a little better. Any thoughts? I've considered changing up some ad spots, and I think policies changed a little and they're not overly fond of some of my ad placements, but never had problems until July 1st hit, and almost 3 months later it has never even came close to bouncing back. No real change in traffic either. Any thoughts are much appreciated

Its called smart priced. That means your clicks were not performing well on the advertiser's site, so google has reduced pay per click to you.

Anyway to get that changed so I can get back into the higher eCPM stuff? Or what can I do to get them to recheck stuff?
