CPM that allows no-content pages...

    Any idea which CPM network allows pages without any content?

    only a page? or a no-content website? bcz if a page, u can get ur site approved and put the ads on any of its page

    For such a request, the only networks you will get will be simply...below crap.

    You might be able to do this with ClickSor? but even they might not allow you.

    But, one more question, what exactly do you mean no content? Do you mean a page with pictures?

    a serious publisher network will never take you on.
    advertisers will all convert to short-term clients for the network if they dont see clickthrus to their sites. and then they'll have no money to pay their publishers and wither away.

    a publisher network only works with an advertiser network and vice versa.

    I know that AdBrite allow that, but they give really tiny revenue..

    I can't imagine any network allowing you to just plaster banners on an otherwise blank page. Banner farms are typically frowned upon.
