i have heard that google pays us based on CPC as well as CPM. so it depends
on the advertiser on which ground( CPC or CPM) he wants to display his
    ads.

so i tried to open an adwords account but in that it only asked me about the
CPC rate, not about the CPM rate.. can somebody answer on this

You need to make use of site targeting. You choose a specific site to advertise on and it should allow you to choose eithr CPM or CPC advertising.

I'm not an AdWords advertiser though, so I'm taking a guess here.

Did you try site specific advertising? CPM advertising is only available for site specific advertising.

Try reading through this or the more comprehensive AdWords help files.

As I said, I'm not an AdWords advertiser so I can't help you more than pointing in the righ direction. You'll have to read the help files and find the answer yourself.
