CPC or CPM has no effect on getting more likes - that is really determined by your ad and your page. The difference with CPC or CPM is how much you will pay. Personally, I would lean towards CPM, especially while you do some A/B testing with your ads. In my experience the image on your ads is everything, and you will want to try a bunch of different ones to see what gets the best response. But once they click on your ad you still need them to like your page. With CPC you will pay if they click the ad, regardless of whether or not they end up liking your page. With CPM you will get the same number of clicks, but can potentially pay quite a bit less, and will get a chance to see if ad clicks will translate into page likes. Hope that helps.
