I would be more worried about reading and learning the Guidelines and TOS, because you have just broken them...
Filtering your ads is pretty easy.. Go into the blocking section, look for categories that have high % of impressions and lower % of earnings and block them. Which part are you unclear about?
BTW - decreasing/fluctuating ePC is normal and usually has more to do with the quality of your traffic/clicks than the ads themselves.

    Example:
Ad category #1 has 50% impressions, 0.01% earnings.. block it
Ad category #2 has 10% impressions, 40% earnings.. don't block it

It also depends on how many ads on your page. Remember, adsense value is awarded based on an AUCTION. So the more ads you have on your page, the more low priced ads will appear. THROTTLE the CPC price by limiting your ad space to maybe only 2 large spots and showing 3 ads on each. As Tearabite said, traffic source also dictates your adsense value. If you have US traffic, your CPC will be better than if your traffic was from an emerging market.
