if you are talking about filling offers with proxy then no network will allow that.

 

Why do you need to resort to Blackhat tactics for a cpa offer? Is it because you have been banned from all the other networks? You are on the wrong forum chum, Google it you will find plenty.

 

No network will allow the blackhat techniques, any of the networks will ban you if get caught.

 

No network will allow blackhat because no publishers would pay people fake surveys or email submits.

if by blackhat you mean fraud, then you better keep looking. No one wants to pay for invalid leads.
