I wanted to signup some cpa sponsors.. but many of them are asking or forcing to complete a w-9 form during signup as per my understanding it is something that will expose non USA affiliates to USA income tax authority.. and they can anytime sue or send a letter of non payment of tax to US. anybody have a list of cpa affiliate program that dont force non USA affiliates to fill up a w-9 USA income tax identification form.. How can they force some one do that when they event not started earning from their program.. please provide a list of good cpa sites that do not threat non usa affiliates..
AS I understand it if you deal with business inside USA you have to use the W-9 form. Othewise you can just forget about it. This is what Google Adsense writes about w-9 form: https://google.com/adsense/taxinfo
Check your country's taxation treaties. I come from a very small country yet we have a treaty with the US to avoid double taxation. When I signed up with Azoogle and Instantdollarz I cited this treaty and the fact that none of my income should be taxed in the US (since it will be taxed home).
No one needs or asks for your w9 form if you are an international publisher and they never really have. I think you are getting mixed up with the W8 form. Most networks will need this. There are some listed on the affiliates directory in my sig that doesn't ask for it, but that is like a handful and I can't remember which ones they are.
