Even though it is Java, you can do something similar with PHP, or just use javascript if you choose. The world population counter works off the idea that roughly three people are added to the planet every second. That's to say, enough people have died and been born to come out to a net people difference of 3. You'll need to create a formula for your purposes based off the data you have.
javascript is probably the best option, I'm not sure if its possible solely on PHP to update the counter without refreshing the page every second - ajax
