Yeah there are a ton of free tutorials out there that give you a step-by-step overview of how to properly tackle your on-page SEO efforts. A quick Google search of "How to optimize title tag, etc.." should get you exactly what you need.
The more keywords the better. But the reality is I think the more original content and quantity and quality of it, will help your ranking.
