$x,xxx+ if you want someone else to make it would be my suggestion. I'd recommend you know PHP/MySQL if you plan to maintain a site which relies on these languages, simply for the reason that if something goes wrong, you can fix it yourself. You don't need to hire another programmer to fix it. Dan.
+/- 1000 USD is a good price to get it done. Anything more than that means your being ripped off. OR the developer should offer you some extensive amount of service. Be careful while doing your transaction.
Once you have it built you will need to maintain it, and eventually upgrade it. If you aren't conversant in PHP and MySQL you'll need to hire someone to do this. The site is fairly complex and includes a custom database and a membership component. None of the quotes you've been given here seem unreasonable, especially if the quote includes some site maintenance.
Why don't you contact the site's developer and ask them to quote? I assume you are enough willing to pay the reasonable price for it.
