cost of link building program

Hi, I am working with a new web dev. company to redesign my site. They have a link program that they want $500 annually for. I attached a little description of it. My main concern (I'm not very knowledgeable on the subject, that's why I'm asking) is the links are going to be placed on pages that are unrelated to my site. Is this a legitimate concern and is the money worth it?

thanks for the advice. In the program I asked about, does it matter that my links would go on unrelated sites?

Unrelated links are not worth nearly the value of a related link.
It would be better for you to do some research or higher an SEO firm that will do the work "by hand" and actually go out and get link exchanges from related sites

Try to get more links from topic related sites.

These links from unrelated sites don't have so much value.
