Content writing is just writing in general (not necessary to promote or sell something). On the other hand, copywriting is more of writing content designed to market something.
Content is something like an article or an Ebook. That style of writing should usually be honest and informative. Copywriting is specifically writing something that persuades someone to buy something (or to take an action they wouldn't do otherwise), and typically needs a very different style, and different styles for different subjects. This usually uses emotions and persuasion tactics (some of which are not really honest, such as false scarcity, which can often improve sales). Some types of writing can function in both ways . . . for example, an informative report on a specific product, that tells a potential buyer whether that product is the best one for their needs, suggests alternatives that are better-rated by users for some uses, etc. can make it much easier for the potential buyer to make an informed buying decision, so they will click on your link to the product, buy it, and you get affiliate commission. The style for that kind of writing would very honest, fact-based, and ideally based on the real experiences of real buyers of the product. Yet it still makes money fairly directly. There's differences, but they're subtle. At least the way it was used for the few agencies I worked for, I think 'copywriting' is more intended for direct advertisement or description of products; to me, 'copy' still means 'ad copy' which means you need to use it to directly target consumers by describing your product or providing a witty, unique catchphrase. Content, on the other hand, is anything on your site that you have to support your business or your copy that doesn't directly target the products. Something like blog posts, news, or about us pages would be content in this case, although to be fair the term "content" tends to refer to any old thing on a website. I think it's important to note that they really have to go hand-in-hand; content should support the copy through keywords and internal links, and the copy needs to establish a good brand identity, but in many cases it might be useful to think of them as two separate things for the purpose of defining your writing goals.
