Are you asking if it is legal for anyone to make t-shirts or if it is legal for the site owner to make t-shirts?

Of course the site owner can make t-shirts and I think it would be pretty easy for anyone else to get permission to make t-shirts for it as long as the design was approved. I would be happy if people wanted to make t-shirts with my websites name on it

If you are trying to make your shirt about their website, you are probably infringing on their use of their name. If you independently have reason to be using that same name, it is just happens to also be one they use, you might have a right to use it. It would be hard to know without more information.

As for copyright, a copyright would cover the original content of the website but would not cover the website name or domain name. Copyright does not cover those things. Those things might be protected (such as by a trademark), but not by a copyright.
