Copyright of business listings

I'm curious as to what the limits are as to what you can use from business listings. For instance, the yellow pages or Dex. Is it legal to use the business names, addresses and telephone numbers? Obviously the ads themselves and formatting etc. would be suspect, but what about just the listings as that is public information?

If that is illegal then what means would be legal for gathering local business information?

Almost forgot, same question but pertaining to state licensed individuals. i.e. If the state website has a list of state licensed Veterinary technicians, is that data able to be published in part by third parties?

if the company is registered than i dont see why it would be illegal to list them.

Names, Titles, Slogans, and short phrases do not fall under copyright law. Trademarks would be the deciding factors here... and even then 'fair use' can apply.
