is there anyone who has been convicted for copying of website designs? how can the authorities trace the person who's into it?

I suggest you read the Digital Millennium Copyright Act.

Use tools like http://www.whois.sc to see who owns the site and go knock on their door. There will be two outcomes

    * you can't find them, they don't want to be found
    * they blush profusely and change their site instantly

the problem you then have is that the misdemeanour of the second group will be minor and easily fixed
the first group will be major and not easily fixed. Have a look at some of the posts and comments and follow through the analysis on this blog to see how a site owner can be traced.
