What if there are no instructions on the web regarding copying and using the material?

Not unless you have the permission of the author or owner of the article. If there are no instructions on the site, send an email to get permission.

Providing a reference does not make it legal. As others have said, you need to get permission (or the site has to offer a license of some sort for republishing content).

You can not say the exact same thing as they did... Changing just a couple words does not count. If you re-word the information so that it comes different, then yes it is ok to post using them as a reference.:)

    You can only re-use facts.

The search feature for this forum is a great thing :)

Not true Mariah - even changing a LOT of the words does not make it OK. That makes it a derivative work, which only the original copyright holder has the legal right to create or authorize. Re-wording does not constitute an original work. Using facts gathered from multiple sources, citing them as references, but writing something that's actually your own generally would though.
