    If they have Adsense on their site click on an ad (Ads by Google).

    Then scroll down where you can click on "send Google feedback on the ads you just saw."

    Select copyright, and fill the form.

    I'm in total agreement with sweetfunny. The webpage containing the duplicate content with the most incoming links (either thematic or not) will get higher ranking than the oldest one on the Net.
