    I was wondering if was easy to sign up with Copeac even though I dont have a website yet.

    Yes, I would think so. Why don't you signup and then phone them to tell them more about how you plan on promoting their offers and I am sure they will accept you if all is good.

    if you have a method of promoting the offers without having a website (like PPC) just explain them that method and everything should be ok.

    Yep...pretty easy for me too. You can also create a simple blog about your interest and use it when you apply for COPEAC. This also would work...
