Cool Pop-Over Opt-In form

Hey does anyone know how to exactly make a cool pop-over opt-in form
like in Wealthy Affiliate? The ones they let you create are very plain and
they only allow you to add a background colour. I already have a nice
looking form I just want to know how do I add the aweber form to it and still
make it pop-over.
