Converting Web Templates to WP Themes

I have a template that I'd like to convert to a wordpress theme (a completely non-blog theme, using it as a cms) for when I move www.BizAmmo.com hopefully next month. The original template that I want to use is table-based. So is that possible, or do I first have to convert the .psd to a css template and then to wordpress?

I've seen a few sets of instructions for converting very basic css templates into basic blog themes, but do you know of any tutorials or something where it might go into a bit more depth?

Also, I came across a plugin or something for creating a static front page. Is that really necessary? On another I'm working on (http://dev.audioxposure.com), I just removed the loop from the main page and put everything right in the template. Is there a problem with doing it that way?

    Thanks. :)

This is already possible with WP 2.1 without a plugin.
