    Hi, I just made this free online image conversion tool myself.

    Not only does it convert images to .ico so you can create favicon.ico the shortcut icon for your site but it also converts any .ico into .png or .gif so that you can edit them in your image editors.

    It can also convert any image of any formats to ASCII (.txt or .html). Enjoy!

    Excuse me but is there any moving ico? You mean animated .ico?

    A typical windows .ico file can contain more than 1 bitmap images but I don't think they have a timeline in it to make it animated.
