If you have a hi resolution image try live tracing in Adobe illustrator.

You can use Corel Trace (Corel Draw package). But results is not good.
And you can try "Algolab Photo Vector" - Raster to Vector Conversion.

If the .gif image is not too complex, like logo or something with few outlines, you can vectorize it by hand. Upload that .gif to Inkscape or Illustrator, make a new layer and draw vector lines over the original image. It takes some time and maybe little practice, but the result will be more satisfying. Here is a small tutorial for Inkscape: https://sites.google.com/site/jjaaba/main/page1

Hi, I've used algolab before and it worked for me, yet it was a fairly simple image with three colors that needed "vectorizing". )) I know it's not good for photograph-like images, but then I haven't heard of any soft that is.
