I have tried Kloxo before cPanel. It's good. But still have some bugs. Also you may consider on webmin, Virtuamin, ISPconfig and etc...
I would suggest kloxo. I am agree that kloxo had some problem, however it was taken over by another company and they are continuously updating it.
I second it Kloxo is versatile simple and have almost all features required to run a vps server without any issues. I am using it in my VPS for long time it works fine, does not takes more memory
EHCP is another free alternative to cpanel. I suggest you also try out Virtualmin (it's like webmin, but suited towards web hosting, not server administration.
Here I would like to add few things based on my experience in the last few weeks. We are currently trying to setup few sites for a research community portal and we had decided to setup the sites individually in small vps. Mostly the small vps comes with 512 MB RAM at the most 1 GB RAM ( burst) we had purchased two to three servers initially to test the performance of the site at a cost of $9-$10 each server per month. In one server we had installed Kloxo and in other Webmin and in other we tried Direct admin, what we fell after initial testing is the server with kloxo performs far better than the servers with other two control panel, it also have lot more features than a paid control panel, its stable, versatile and utilise less system resources. Just because of the reason that more number of people are using Cpanel Kloxo cannot be neglected, it is powerful and can support all the needs to manage and maintain a server, it is perfectly suitable for low end VPS than any paid softwares.
