Contextual backlinks. How do I get them?

    I need to get some contextual backlinks for my blog. Most of my blog comments have my name as the linking word. I want some links to really be the keyword phrase I am targeting.
    I tried CommentLuv but they seem to use my name as a link to my homepage and then my last blog post.
    I have a very competitive market (addiction w/some co-occurring disorders sprinkled in for effect). I am competing against government agencies and the Mayo Clinic. I cannot compete unless I can make my posts about long tailed keywords.
    So I need to find a way to let Google know what phrase to search for. I am assuming the best way is through contextual links.

    For instance:
    If you type in "withdrawal" you will probably get Wikipedia and Mayo Clinic webpages but if you type in "alcohol withdrawal hyperarousal" I would like you to find me

    Are contextual links the best way to accomplish this?

    I have also read posts saying that KeywordLuv and CommentLuv are harming websites but some of the posts were badly constructed and I could not figure out if they harm was to me or to the other blog. For instance someone mentioned link juice leakage and too many poor comments. That would hurt the other blogger. Is there any danger to me using KeywordLuv or CommentLuv? That's if this is the best way to promote my keyword phrases.

    If you have ScrapeBox, you may consider a "scraping" of blogs related to your niche. By using some specifical "footprint" while scraping, you may be able to find blogs accepting guest posts, or blogs open to external writers, moreover good blogs where to leave your comments on.

    I've done that but most of the blogs I come up with are telling me I need to comment 3 times before using a keyword. They also seem to have Moz ranks of around 3.5.
    I think if I want some links I will need to create some PDFs for Google Doc, etc. I'm having trouble with yahoo voices but I can also make a few posts on Blogger, Instapaper, Live Journal, etc.

    Can someone give me some Keyword Luv footprints. I have about 5 but Scrapebox only brought up about 115 blogs and of those blogs only about 4 were really accepting keywords.

    CommentLuv seems to be even worse.

    Anyone know of some good footprints.
