    is there a way to setup keywords so they are only active for part of the network? Such as setting a negative keyword for the search network, but setting it as an active keyword in the content network?

    If I understand you correctly, you can price yourself out of the search network while still showing on the content network. Choose the option that lets you set a price for each... then it's easy to get under the search radar.
